Hon. Gregory G. Pinski
District Judge (Ret.), Montana Eighth Judicial District Court Treatment Court Consulting Group, LLC

Gregory G. Pinski is a retired Montana district judge. He earned his Bachelor of Arts, magna cum laude, in political science and journalism and Juris Doctor, with distinction, from the University of North Dakota. Before attending law school, Judge Pinski worked at the White House in the Office of Presidential Scheduling for President Bill Clinton. Before taking the bench, Judge Pinski taught at the University of Minnesota Law School and practiced law in Minnesota and Montana. As a district judge, he sat by designation on the Montana Supreme Court and served on the Montana Drug Treatment Court Advisory Committee. Judge Pinski is an elected member of the American Law Institute and Uniform Law Commission. Judge Pinski founded a veterans treatment court and presided over a drug treatment court for eight years. He is a frequent author and commentator on treatment courts, and he worked closely with the Harvard Law School Access to Justice Lab to design a comparative study on treatment court processes. As a member of the National Judicial Opioid Task Force, he authored federal, state, and tribal jurisdictional transfer agreements to expand access to treatment courts. Judge Pinski also drafted the Model Veterans Treatment Court Act for the Uniform Law Commission. In the private sector, Judge Pinski is the president of Treatment Court Consulting Group, LLC, providing evaluation, research, training, and technical assistance services to the National Association of Drug Court Professionals, National Drug Court Institute, Justice for Vets, Tribal Law and Policy Institute, and treatment courts across the United States.
Edward Gilligan
Director of Juvenile Court Services in Yuma, Arizona

Edward Gilligan is the Director of Juvenile Court Services in Yuma, Arizona. In a professional career spanning three decades, he has held executive leadership positions in two branches of government, the private sector, juvenile and adult probation departments, urban and rural communities, and in organizations small and large. He prides himself on helping teams capitalize on new technology, use data to enhance decision-making, and fearlessly embrace change to improve the quality of life for individuals, families, and communities.
Nearly 20 years ago, while working as a probation officer in Tucson, Arizona, his career intersected with the drug court paradigm, and he has continued to support the successful implementation, operation, and transformation of programs in every jurisdiction he has served. Currently, he is guiding a long-standing juvenile drug court in its effort to improve outcomes by individualizing service plans, implementing minimal conditions, and taking new approaches to support recovery.
Edward holds a Bachelor of Arts degree in Psychology from the University of Arizona and a Master of Science degree in Management and Executive Leadership from the American College of Financial Services.
